Recital 1
(1) Decision XXX/XXXX of the European Parliament and of the Council14 (the Action Programme) recognises that emissions of pollutants to air have been reduced significantly over the past decades, but at the same time air pollution levels are still problematic in many parts of Europe, and citizens of the Union continue to be exposed to air polluting substances, potentially compromising their health and wellbeing. According to the Action Programme, ecosystems continue to suffer from excess nitrogen and sulphur deposition associated with emissions from transport, unsustainable agricultural practices and power generation. (16 a) The Commission should assess, within a reasonable period of time, the need to modify the emission limit values given in Annex II on the basis of more advanced technologies. The Commission should also assess the need to propose specific emission limit values for other pollutants, such as carbon monoxide, on the basis of the monitoring referred to in Article 6. To that end, Member States should take the necessary measures to ensure that such monitoring is carried out.
