Considers that associations of producer organisations (AOPs) could play an important role in increasing the bargaining power of farmers and urges the Commission to reinforce incentives for setting up APOs and envisage a greater role for them in the future; stresses that APOs are in a position not only to bring about the effective concentration and enhancement of supply, but also to evince greater efficiency in the management of interventions because of the coordination role they are called to play on the operational level;

14a. Points out that it is essential to indicate priority objectives clearly in operational programmes and express them in quantitative terms. This would make it possible to measure the results achieved more quickly and objectively, and to orient operational programmes towards the achievement of strategic aims that are in line with the need to improve the services and overall competitiveness of national F&V systems. It would also make it easier to conduct an overall assessment of national strategies and take corrective measures when the results deviate from the aims set at the planning stage;

Emphasises the importance of greater promotion of actions to protect the environment, with clear targets being set and the Member States being encouraged to draw up operational programmes in this respect. POs should be conducting operational programmes that can help to protect the environment by focusing on two key factors: on the one hand, promoting the spread of environmentally friendly production methods, such as integrated organic farming, and, on the other, more specific actions to save water, cut emissions and, above all, improve waste management;
