Recalls that the UN affirms that the human right to water and sanitation entitles everyone to water for personal and domestic uses which is safe, physically accessible, affordable, sufficient and acceptable; points out that in accordance with a further UN recommendation, 3% of household income should be seen as a maximum for water payments where payments apply;
