1. Regrets that despite the sector-specific measures that have been taken, there does not yet exist a fully-fledged EU approach to mountain regions; proposes in this regard that efforts be made to adopt a common definition of mountain regions that takes proper account of specific factors such as gradient, altitude, accessibility, vegetation and soil productivity;
