Ca. whereas there are a number of drivers of farmland grabbing, namely: increasing globalisation and the resulting entrenchment of the principle of free movement of capital, population growth and urbanisation, steadily growing demand for food and bio-energy, growing demand for natural resources and the unintended consequences of agricultural and environmental policy, as well as the ability to speculate on the value of farmland;

Ha. whereas a high proportion of farmland is currently held by large non- agricultural investors and large farmers and whereas, in addition to being incompatible with the EU's sustainable, multi-functional agricultural model based mainly on family-run farms, this trend is jeopardising the achievement of the objectives laid down in Articles 39 and 191 of the TFEU, is at odds with the structural objective of a broad farmland ownership base, is causing irreparable harm to the economic fabric of rural areas and is conducive to the type of industrialised farming that results in heightened food safety risks, exacerbates soil degradation and diminishes food security;

Calls foron the implementation by the EUMember States, in the interest of developing a clear EU guiding principle for the structure of farming, ofto implement the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security of the UN Food and Agriculture Organisation, which has been ratified by all Member Stat (FAO) and to report to the Commission and the FAO on the use and application of those guidelines in their land governance policies;

Believes that, under the reformed CAP, ceilings should be introduced and the direct payments scheme adjusted in such a way as to give added weight to the first hectares and that steps should be taken to facilitate investment and the disbursement of direct aid to small farms; calls on the Commission to introduce a more effective aid redistribution system in order to guard against farmland concentration;
