Notes that a significant share of the proposed 50 % budget increase for LIFE+ for 2021-2027 is directed towards the new Clean Energy Transition sub-programme; supports the establishment of a comprehensive programme for energy transition, but considers that this should not be to the detriment of funding for nature and biodiversity, the circular economy, and climate adaptation and mitigation; reiterates, therefore, its call for the financial resources for these priorities to be doubled; considers it necessary that new, effective mechanisms are to ensure a more equitable distribution and greater effectiveness of LIFE funds between Member States need to be further developed in order to boost Member States’ capacity to submit more good quality projects and provide a better geographical balance of the integrated projects;

Considers that the new MFF needs to ensure that common policies, and particularly the CAP, have a proper level of common funding; believes the common agricultural policy to be a key EU policy that seeks to increase agricultural productivity, ensure a fair standard of living for farmers, stabilise markets and enhance competitiveness; believes that a more modern common agricultural policy has to support the transition to an even more sustainable agricultural sector and the development of dynamic rural areas, while continuing to guarantee healthy, safe and high quality food for over 500 million consumers; considers that, at a period in time when the EU is facing a great many significant challenges, maintaining funding for the CAP at a proper level will guarantee the (economic, environmental and social) sustainability of agriculture in the EU in order to protect farm incomes and jobs and safeguard production of environmental public goods, contributing decisively to the economic stability and viability of rural areas as a whole;

Welcomes the Commission’s proposal to allow the carry-over of crisis reserve funds; regrets the fact that the initial amounts to be used to constitute the fund will not be sourced from outside the CAP budget but will instead be taken from direct payments in 2020 and will not be paid back to farmers.Calls for the crisis reserve for the agricultural sector to be set up through the creation of a permanent Fund to manage agricultural crises; considers that a new item of expenditure should be created for this purpose, under the heading ‘Instruments outside the MFF ceilings’, and funded from the EU's general budget and not from funding for the CAP; is of the opinion that this reserve should also be used for the support envisaged for other sectoral interventions provided for under the first CAP pillar;
