(17) Considering the crucial role played by local and regional authorities and civil society organisations in the field of integration and to facilitaimprove and expedite the access of these entities to funding at Union level, the Fund should facilitate the implementation of actions in the field of integration by local and regional authorities or civil society organisations, including through the use of the thematic facility and through a higher co-financing rate for these actions.
