Invites the Member States and the Commission to ensure synergies in funding under the Connecting Europe Facility, the European Structural and Investment Funds, the Instrument for Pre-accession Assistance and instruments of the EIB and EBRD when implementing transport infrastructure projects in the central and eastern EU; recalls the need to use the means of the European Fund for Strategic Investments in a timely manner to advance such projects in the short term;

Believes that the uptake and effective use of these funding sources are essential due to the fact that financial constraints put severe restrictions on the amount of public money that national governments are able to invest in railways;
