Expresses concern at the fact that progress has slowed in meeting the EU’s 10% target for renewable energy use in the transport sector and, but stresses that the current low oil prices do not favour the search for alternatives; draws attention to the importance of reaching that goal from the point of view of lowering greenhouse gas emission levels and reducing EU dependency on imported energy; calls on the Commission to promote a legislative framework offering prospects for advanced biofuels in the period after 2020 and, by providing an appropriate incentive to their use, to help open up ‘green’ jobs while averting adverse effects of indirect land-use change; notes that the legal frameworks adopted in the area of modern biofuels should facilitate progress in the effort to reach the 10% target;

Calls on the Commission, pursuant to Directive 2015/1513 (ILUC), to publish a report on the availability of the necessary quantities of cost-efficient biofuels from non-land using feedstocks and non-food crops (advanced biofuels), and a report on the functioning of the ILUC Directive containing the latest available information on the actual impact of the ILUC factor on the carbon footprint of biofuels;

Calls on the Commission, given the need for greater synergy and consistency in European policies, to lay down sustainability criteria for each renewable energy source under the circular economy policy(including the impact on the landscape) taking into account, inter alia, plans to build the circular economy and the strengthening of energy security through enabling the sustainable use of own resources.

Stresses that developing the potential of renewable energy should go hand in hand with the development of all infrastructure, including cross-border infrastructure to prevent unplanned circular processes, as the absence of such infrastructure could result in the overloading of the network and in power outages; calls on the Member States who are behind with the construction of such infrastructure to complete construction as quickly as possible;
