Recalls that the Council is to urgently conclude the Union’s ratification of the Council of Europe Convention on preventing and combating violence against women and domestic violence (the ‘Istanbul Convention’) on the basis of a broad accession without any limitations, and to advocate for its ratification, swift and proper implementation, and enforcement by all Member States; underlines that the Istanbul Convention is the most comprehensive international treaty addressing the root causes of gender-based violence in all Istanbul Convention’s ratification is still not concluded by thirteen Member States of the Council of Europe; underlines that some of them openly say that the reason to reject the Convention is its ideological character; points out to the Advocate General’s opinion on 11 March 2021which stated that the Council is entitled to conclude the Istanbul Convention by means of two separate acts as well as to waits forms; highlights that this call does not detract from the call to adopt a Union legal act on combating gender-based violence but, rather, complements it the common agreement of all the Member States to conclude ratification of the Istanbul Convention;
