Urges the Member States to implement fully the Youth Guarantee, for example by putting in place career guidance systems and compulsory registration for the unemployed in order to gain a picture of the real situation as regards youth unemployment; stresses the importance of an evaluation of the medium-term effectiveness of the Youth Guarantee in order to create policies and instruments for young people in a more targeted manner in the future.
