Supports the Member States in their efforts to invest in and establish social infrastructure, with particular emphasis on providing quality care for children who are too young to go to school; stresses, at the same time, the growing need to care for elderly persons; stresses that the Member States are responsible for making sure that these investments are sustainable even after ESIF funding programmes have come to an end;
