Considers the payments backlog in heading 1b, which has been consistently increasing in the past years, to be unacceptable and unsustainable having reached the amount of EUR 23,4 billion at the end of 2013; reminds that it exceeded significantly the Commission's forecasts for the same period and is expected to be even higher at the end of this year;
