Calls on the High Representative /Vice President, the European External Action Service (EEAS) and the Member States to elaborate a gender strategy and ensure effective gender mainstreaming and gender analysis across all Common Security and Defence Policy (CSDP) missions; calls specifically for the next CSDP Compact to set targets fortrengthen their commitment 16 setting clear, ambitious and measurable targets to ensure dedicated gender advisors, increased representation of women among international experts at all levels of the mission and guarantee diversity and gender balance in the personnel, especially in leadership positions as there are only three female heads of civilian missions and no female commanders of military missions;
