Calls on the Member States to implement the country-specific recommendations so as to support growth and jobs; calls on the Commission to submit to the European Parliament an annual assessment of the progress made as regards the effective implementation of those recommendations and their effects on the debt and deficit and on the social indicators, and points out that the assessment could be included as an annex to the Annual Growth Report;

So as to address the urgent situation with regard to youth unemployment, encourages the Commission to allow the Member States to use the available resources in an effective and focused way via precise, legally sound guidelines for the introduction of the youth employment initiative, and recommends that cross- border mobility be supported via the development of the EURES portal as a vector for youth employment;
