Asks that a substantial slice of the Investment Plan for Europe be allocated to increasing the number of childcare facilities so that the Barcelona targets, namely the establishment of childcare facilities for at least 90 % of children between three years old and the mandatory school age and at least 33 % of children under three years of age, may be met;
