Recalls that EFSI was intended to fund higher risk projects that would not normally benefit from commercial financing and that a low failure rate would suggest that this higher risk criterion is not being met in the selection process; requests that the Commission brings forward an analysis of the failure rate and projected failure rate of projects funded under EFSI as part of the assessment of meeting the additionality criterion and that project failure should be recognised as a measure of meeting additionality;
