Welcomes the continued consideration of the principles of subsidiarity and proportionality, which are among the guiding principles for the European Union when it chooses to act; stresses that subsidiarity and democratic legitimacy are closely intertwined concepts; highlights that subsidiarity checks can be considered an important tool for reducing the so-called ‘democratic deficit’; points out that national parliaments have a vital role to play in ensuring that decisions are taken as closely as possible to the citizen;

Considers that the Commission should provide an adequate response to the request by a number of national chambers for a stronger subsidiarity control procedure; supports the request made by some national chambers to play a more crucial role, by proposing that the Commission should be bound to withdraw or amend its proposal when a yellow card is triggered; believes, at the same time, that the idea of a ‘'green card’' should be considered as one means of raising the participation and activity of national parliamentand, where appropriate, regional parliaments with legislative powers in the EU legislative process.
