Notes the constant evolution of the labour market and stresses the importance of meeting labour market demands with appropriate qualifications and skills, by revising and developing existing curricula and by addressing technological, social and environmental changes in close cooperation with employers, professional organisations and business communities, social partners, youth organisations and all relevant stakeholders; however, points out that education should not only provide skills and competencies relevant to the job market needs, but should also contribute to the personal development and growth of young people in order to make them proactive and responsible citizens; stresses therefore the need for civic education in the whole educational system both formal and non-formal;
