The provision of information financed pursuant to point (e) of Article 7 shall aim, in particular, to help explain, implement and develop the CAP and to raise public awareness of its content and objectives to reinstate consumer confidence following crises through information campaigns, to inform farmers and other parties active in rural areas and to promote the European model of agriculture, as well as to help citizens understand ithelp citizens to understand it, and to raise awareness on the environmental challenges, including animal welfare, and on the necessity for a transition to sustainable food and farming systems in the Union.

3. Member States shall make available to the Commission information about irregularities within the meaning of Regulation (EU, Euratom) No 2988/95 and other cases of non-compliance with the conditions established by Member States in the CAP Strategic Plan, suspected fraud cases detected, and information about the steps taken pursuant to Section 3 of this Chapter to recover undue payments in connection with those irregularities and frauds. The Commission will summarise this information and elaborate multiannual reports that will be made public as well as communicated to the European Parliament.

They may also be applied retroactively, in proportion with the severity of the crime and taking into account the date where the crime started.
