Emphasises that, while the European Union has made progress and met the target of designating 10 % of Europe’s waters as protected areas, the network of MPAs is far from being fully effective, and that only a very small share of the existing MPAs have management plans and protection measures; Insists that all MPA's should constitute the primary basis of a balanced ecosystem approach to Marine Spatial Planning; Stresses that for effective protection of our ocean to be achieved, from the seabed to the surface, MPA's must have comprehensive management plans that address all cumulative human stressors which impact biodiversity.
