(17a) The Fund should also aim to attract young geniuses with innovative ideas, to support the return of talented young people that have an ambitious project to their countries of origin, to support innovative thinking and acting and to stimulate the creation of knowledge and innovative ideas among young people taking advantage of all the existing infrastructure of scientific and technological parks and incubators;
