Recital 1
(1) Harmonised indices of consumer prices (HICP) are designed to measure inflation in a harmonised manner across Member States. The Commission and the European Central Bank use the HICP in their assessment of price stability in Member States under Article 140 of the Treaty on the Functioning of the European Union (the Treaty). In addition, the Commission (Eurostat) must provide a European index of consumer prices for the entire EU (EICP) and for the euro area (EURICP), on the basis of either the HICP or information supplied by Member States.

4a. In cases of excessive delay by any Member State in providing harmonised indices, serious inaccuracies therein or manipulation of information supplied at national or sub-national level, the Commission may, pursuant to Article 258 of the Treaty on the Functioning of the European Union, initiate proceedings before the Court of Justice of the European Union for failure by that Member State to fulfil its obligations.
