Notes with particular interesStresses that the proposals concerning transitional job schemes, which consist of the option, for those who want to and are able to work, to have a transitional job, at a pre-established minimum wage, in the general government sector or in a non-profit institution or non- governmental organisation (NGO) should not be mandatory and should be designed in such a way that they contribute to the active inclusion of the participants without undermining existing labour standards (in the form of applicable labour and social security law and collective agreements) in those sectors; stresses that transitional job schemes should be negotiated with the social partners and should not derogate from existing labour standards;

Takes the view that a transitional job scheme is one of the most effective tools for improving workers’ employability in a labour market that is structurally imbalanced and to facilitate their transition from the state of being unemployed (especially long-term) to that of a private-sector employee; notes, moreover, that such schemes serve to promotctive job policies are fundamental in ensuring the transition from unemployment to employment; notes, however, that only expansive economic policies and a reduction in work-times (without a reduction in wages), as well as stronger labour standards, can ensure sufficient quality employment is available for this transition; stresses, moreover, that access to guaranteed minimum incomes should not be ncon-inflationary economic growth as well as to combat unemployment and social exclusionditional to so-called "workfare" schemes, but rather be considered a fundamental right;

Believes that quality job creation should be a priority for the European Union as a first step towards reducing poverty; notes with concern the growth of in-work poverty, particularly as a result of the dismantling of labour rights and collective bargaining institutions through austerity measures and social dumping; stresses the need to strengthen collective bargaining rights and minimum wages systems as a first step towards the creation of quality jobs;
