Recommends that the Commission should establish an annual progress review and draw up recommendations on the 5G Action Plan, and inform Parliament of the results; emphasises how important it is to set targets and establish mechanisms to guarantee that the digitalisation of the economy and of society is indeed universal, with the bridging of the digital divide being a right that is guaranteed by the public authorities, making access to gigabit ICT infrastructure (i.e. cost- effective symmetrical internet connectivity offering a downlink and an uplink of at least 1 Gbps) a universal public service, with the obligations that entails;
