Calls for the creation of a European body of cross-border labour inspectors to carry out on-the-spot checks in suspected cases of social dumping, including by identifying 'letterbox companies', said body would work in coordination with the platform for combating undeclared work in order to limit the financial burden involved; this European body of inspectors would create a network of national social inspection services in order to promote information exchange;

Supports the development of unemployment benefit arrangements as a mechanism for absorbing asymmetric social shocks within the euro areaa system of solidarity which enables countries undergoing an asymmetric economic shock to maintain their policy of compensation for people who have lost their jobs and to expand their return-to- work policies; this system should be temporary and dependent on an action plan validated by the Commission;
