Considers that, as farmers cannot control the factors that determine their turnover and gross margins, they should be encouraged to develop tools for coping with market volatility, especially mutual funds, such tools being better suited to that purpose than direct payments, and calls on the Member States to take initiatives offering incentives to set up such funds;
