Recital 2
(2) To deliver scientific, economic and societal impact in pursuit of this general objective, the Union should invest in research and innovation through Horizon Europe - a Framework Programme for Research and Innovation 2021-2027 (the ‘Programme’) to support the creation and diffusion of high-quality knowledge and technologies, to strengthen the impact of research and innovation in developing, supporting and implementing Union policies, to support the uptake of innovative solutions in industry and society to address global challenges and promote industrial competitiveness; to foster all forms of innovation, including breakthroughincremental and breakthrough innovation, with a focus on open innovation, and strengthen market deployment of innovative solutions; and optimise the delivery of such investment for increased impact on the citizens wellbeing within a strengthened European Research Area.

Recital 10
(10) To the pillar 'Global Challenges and Industrial Competitiveness' should be establishedallocated at least 60% of the financial envelope for the implementation of the Framework Programme, as defined in Article 9. Its establishment should be carried out through clusters of research and innovation activities, in order to maximise integration across the respective work areas while securing high and sustainable levels of impact in relation to the resources that are expended. It will encourage cross-disciplinary, cross- sectoral, cross-policy and cross-border collaboration in pursuit of the UN SDGs and the competitiveness of the Union's industries therein.

(19a) Building on the successful experience of Horizon 2020, Horizon Europe should continue promoting SMEs participation to the Framework Programme, according to an integrated approach to innovation. In order to support SMEs research and innovation activities throughout the different stages of the innovation cycle, adequate measures and related budget provisions should be foreseen, including the implementation of a SME-dedicated instrument - building on the achievements of the SME Instrument Phase 1 and 2 and of the EIC Pilot.

Recital 21
(21) The EIC t's primary focus should be innovation, targeting in particular entrepreneurs, start-ups and SMEs. Through its instruments – Pathfinder and Accelerator – it should aim at identifying, developing and deploying breakthrough market creating innovations and supporting their rapid scale-up to EU and international levels. Through coherent and streamlined support to breakthrough innovation the EIC should fill the current vacuum in public support and private investment for breakthrough innovation. The instruments of the EIC call for dedicated legal and management features in order to reflect its objectives, in particular market deployment activities.

(24) Ensuring and preserving a level playing field for companies that compete in a given market should be a key requirement for breakthrouginnovation, both orf disruptive innovationnature and breakthrough, to flourish thereby enabling in particular micro, small and medium- size innovators to reap the benefits of their investment and to capture a share of the market. Similarly, a certain degree of openness in the innovation scale of funded actions - addressing a large network of beneficiaries - may contribute substantially to the building capacity of SMEs, as it provides them with the necessary means to attract investments and to thrive.

Innovation for SMEs Mainstreaming SMEs support through a dedicated instrument 1. Building on the experience of Horizon 2020 including the EIC Pilot, in addition to the establishment of better conditions for SMEs to participate actively in all relevant opportunities in Horizon Europe, a SME Instrument that targets all types of SMEs with an innovation potential shall be instituted under a single centralised management system and implemented following primarily a bottom-up fashion through a continuously open call tailored to the SMEs requirements. This instrument shall support R&I activities in all clusters and in the EIC. 2. SMEs shall receive at least 20% of the total combined budget for Pillar II “Global Challenges and Industrial competitiveness” and Pillar III “Open Innovation”. An adequate share of these combined budgets, within the 20% of total combined budgets allocation target, will be allocated to the dedicated SME instrument, averaged over the duration of Horizon Europe. 3. Project ideas that contribute to achieving open innovation should receive dedicated attention, so as to benefit a larger share of actors. 4. SMEs shall receive adequate representation in the missions referred to in Article 7 and in the public-private partnerships referred to in Article 8.

(a a) Innovation for SMEs: mainstreaming SME support through a dedicated instrument, in order to stimulate all forms of innovation in SMEs, targeting those with the potential to grow and internationalise across the single market and beyond. Areas of intervention: all types of innovative SMEs that show a strong ambition to develop, grow and internationalise shall receive staged support from a dedicated SME instrument, covering the whole innovation cycle and for all types of innovation. The goal is to capitalise on and develop the innovation potential of SMEs, by filling the gap in funding for early stage high- risk research and innovation, stimulating innovations and increasing private-sector commercialisation of research results. The instrument will operate under a single centralised management system, a light administrative regime and a single entry point. It shall be implemented primarily in a bottom-up manner through a continuously open call. The instrument shall follow a technology- driven approach to develop enabling technologies that can be used in multiple areas, industries and services. Pillar II ‘Global challenges and industrial competitiveness' shall also support applications of these technologies in order to meet global challenges.
