Stresses that all employees have a right to the highest level of protection regarding health and safety in the workplace regardless of the size of the employer, the underlying contract or the Member State of employment; points out that complex, unclear and overlapping OSH rules can have unintended consequences and undermine employers' protection, stresses therefore the need for better, more clear and efficient rules in the field of OSH;
