Urges the Commission and the Member States to focus efforts on regions with low take-up of financial instruments, including scale-up financing for the transition from start-ups to SMEs, in view of the important role of financial products in operational programmes, the EFSI and the EIB Group operations, which availability for SME´s should be enhanced;
