Recalls that the current plan to double the capacity of the North Stream pipeline would lead to an increased use of fossil fuels if completed, notably in the EU´s rural areas, and would run counter to progress towards the Union's legally binding targets of 20% overall final energy consumption from renewable sources and 10% energy consumption from renewable sources in transport, and the binding national targets, for 2020 as laid down in Directive 2009/28/EC;
