Stresses that the EU is facing new threats in a multipolar world, including hybrid threats, increased militarisation around the world and a still unstable neighbourhood, both in the East and in the South; stresses that to combat these threats and rising third country influence in the EU's proximity, the EU has to step up its efforts in providing support, training and capacity building with like- minded partner countries, including by fighting disinformation campaigns, cyberattacks and building resilience to hostile foreign interferences;
