Considers the Union for the Mediterranean to have been misconceived, poorly executed and even counterproductive; insists, therefa large degree of co-responsibility for the process of democratisation which has commenced on the southern shore, onf the full incorpoMediterranean; calls for greater integration of the European side of the partnership into the conventional EU framework under the auspices of the High Representative/Vice-President and the European External Action Service;
