While acknowledging that in some cases the low price reflects innovative solutions and efficient management, is Is concerned about the excessive use of the lowest price as an award criterion in a number of Member States and that no special attention is paid to quality, sustainability, social inclusion or innovation; therefore calls on the Commission and the Member States to analyse the reason behind this situation; and stresses the need to apply the criterion of the most economically advantageous tender as the main criterion of reference;
