Urges the Member States to improve, with the Commission, the enforcement of existing legislationwhich have not yet implemented Directive 2004/48/EC to do so without delay; calls on the Member States to allow no exemptions to be made at the EU's borders, neither for travellers nor for businesses, since allmost imports of counterfeit goods isare harmful;
