Takes the view that EU development policy should not impose EU interests, such as the opening up of markets for EU export and investment,aim to ensure a fair balance between the interests of the EU and those onf developing countries; notes that external factors contribute to corruption problems in developing countries, in particular in the context of PPP, such as the reciprocal opening-up of markets; asks the Commission to make the provision of microcredit to SMEs and small-scale farmers a priority of development cooperation, thus fostering sustainable regional economic structures;

Asks the EIB to ensure that its guarantees and investments are not executed through tax heavens; asks the EIB not to rely on IMFto set conditionality criteria, but instead to take a lead in carefully, in order to maximise the aid that actually reaches developing countries and minimise negative effects such as corruption and the forcing-out of local businesses; considers that it should also include implementing the ILO concept of 'decent work' in its projects; takes the view that the EIB should focus its recruitment policy in favour of environmental and development expertise;
