2. Before entering into such negotiations, the committee responsible should, in principle,all take a decision by a two-thirds majority of its members and adopt a mandate, orientations or priorities. Should this majority not be obtained, the decision shall be taken in Plenary.

2 a. At the request of a political group or at least 40 Members the Conference of Presidents shall decide to include on the agenda of the plenary sitting during which the announcement is to be made a debate and vote on whether to open negotiations. Such request shall be made at the meeting of the Conference of Presidents at which the vote on the relevant draft agenda is held.

2 a. At the request of a political group or at least 40 Members the Conference of Presidents shall decide, at the next meeting after the request is made, whether and when a debate, and if appropriate a vote in plenary, is to take place on the opening of negotiations at first reading.
