Emphasises the large differences between individual Member States in the use of pesticides and industrial fertilisers and that the adopted measures must take those differences into account and, for example, must set limits for the maximum permitted concentrations of pesticides and/or industrial fertilisers per hectare, or ensure that the balance of nitrogen fertilisers used corresponds to their removal in the form of harvest (therefore preventing environmental contamination), not making a blanket percentage reduction regardless of the actual use of these substances in each country;
