Stresses that the Recovery and Resilience Facility (RRF) requires that the European Semester be reshaped to ensure the delivery of high-quality and ambitious national recovery and resilience plans (NRRPs); considers that the NRRPs are an opportunity for the Member States to contribute significantly to the economic and social recovery of the Union, to address identified structural challenges and to make their economies more shock- resistant, sustainable and inclusive in line with the European Pillar of Social Rights and the Sustainable Development Goals; deplores, however, that NRRPs fail to tackle adequately aggressive tax planning schemes;
