Underlines the requirement to take into account preliminary work on this issue, Member States’ different starting points and conditions, and the effects of climate change on carbon when evaluating climate change mitigation practices; in particular, account should be taken of the specific needs of the outermost regions, in the light, above all, of their terrain and different soil types, and the competitiveness of local industry and access to products for their populations should not be undermined;
