Highlights the concern that a potential transformation of Cohesion Policy, including the ESF+, following the model of the Recovery and Resilience Facility (RRF), raises significant worries among regional and local authorities; Emphasizes that local and regional authorities have not been sufficiently involved, and in some cases have been entirely excluded, from the entire process of implementing the RRF; Stresses that the RRF fails to respect the principles of multi-level governance and partnership, which are fundamental to ESF + and Cohesion Policy, thereby calling into question the very principle of economic, social, and territorial cohesion enshrined in the Treaties;
