(20) Infrastructures are all too often poorly adapted, and they create or exacerbate difficult situations for persons with disabilities through a wide range of barriers in all areas of daily life. Therefore, in order to facilitate the access by persons with disabilities to special conditions or preferential treatment related to services, activities and facilities, including when provided not for remuneration, in other Member States, remaining barriers and difficulties in travelling to or visiting another Member State due to the lack of recognition of their disability status and of formal documents recognising this status issued in other Member States and parking rights should be removed. It is thus essential to establish, in conjunction with all stakeholders, an uninterrupted and accessible mobility chain (public transport and roads) to allow all people to move freely, regardless of their mobility capabilities or where they live (rural or urban areas).
