Underlines that dynamic regulatory alignment on the market surveillthe agreement must maintain common standards that correspond over time in areas such as state aid, employment, environment, climate chancge of products and robust product standards should be an essential and irreplaceable part of any futureand industry, among others, and that the improvement of these standards must be carried out by means of the common agreement with the EU standards as ag reementference, so as to ensure a level playing field for EU businesses and a high level of protection for EU consumers through effective market surveillance; underlines that a level playing field requires a horizontal mechanism, such as an overall governance framework covering all areas of cooperation, to ensure effective implementation, enforcement and dispute settlement through adequately resourced domestic authorities and effective administrative and judicial proceedings;

Stresses that the full implementation of the arrangements on the Irish border is crucial for business, and that Article 12 of the Protocol on Ireland/Northern Irelandfor ensuring the proper functioning of the internal market as well as for avoiding diversion of trade flows and unfair competition; underlines that the Protocol on Ireland/Northern Ireland should be fully applied and the Specialised Committee must provide the necessary certainty on those aspects determined in the Protocol, especially on Article 12 concerning the application, monitoring and enforcement of the protocol, which should be implemented in good faith;
