Recognises the importance of voluntary industry initiatives aimed at reducing methane emissions and consid; stresses howevers that any regulatory initiatives should build upon best practices from existing voluntary actions and must be dulyif industry overall fails to improve performance coming at no net cost, the regulatory measures should be introduced without delay, preceded by a thorough impact assessments which duly assesses also the cost of inaction and effectively applies the "do no significant harm" principle;

Calls on the Commission to support the establishment of an independent international methane emissions observatory, in partnership with the United Nations Environmental Programme, the Climate and Clean Air Coalition and the International Energy Agency, tasked with collecting, reconciling, verifying and publishing anthropogenic methane emissions data at a global level; stresses that availability of the detailed emissions data should lead to governments and regulators holding emitters accountable and help reverse the trend of increasing emissions rates;
