Reiterates its call to strengthen the EU military planning and conduct capability and to achieve full operational capability, including through the provision of adequate premises, staff, enhanced command and control, and effective communication and information systems for all CSDP missions and operations; reiterates its full support forto develop the Rapid Deployment Capacity to achieve full operational capability in 2025, with at least 5 000 troops available for rescue and evacuation tasks, initial entry and stabilisation operations or temporary reinforcement of mission, which should be dedicated only to tackle emergency crises, and always inside the EU borders;
