Establishing the Ukraine Loan Cooperation Mechanism and providing exceptional macro-financial assistance to Ukraine

Európsky parlament svojou rezolúciou o Zriadení Mechanizmu spolupráce v oblasti úverov pre Ukrajinu a poskytnutie výnimočnej makrofinančnej pomoci Ukrajine pootvoril tzv. Pandorinu skrinku.V materiálnom právnom štáte, prípadne zoskupení štátov vyznávajúcich princípy materiálneho právneho štátu nie je možné hľadať skratky. Nie je ani prípustné dovolávať sa „kreatívneho výkladu práva“. Jedna z výhod európskeho priestoru je dôvera vo finančný systém, ktorý dáva záruku každému, že bez rozhodnutia nezávislého a nestranného súdu nebude pripravený o svoj majetok. Faktom zostáva, že rezolúcia sa snaží tváriť ako neškodný deklarácia, ktorá nikoho nepripravila o finančné zdroje, iba využila zmrazené financie ako zábezpeku úveru. Z pozície Európskeho parlamentu to nie je čistá a férová hra. Je nutné dodať, že nadšenie z prekrúcania právnych noriem sa nám v budúcnosti môže vypomstiť. Ak k tomu nedôjde, bude to len dobre, ale to riziko tu je, preto sme nemohli túto rezolúciu potvrdiť svojimi hlasmi a rezolúciu sme svojím hlasovaním „proti“ odmietli.

Discharge 2022: EU general budget – European Council and Council

Absolutórium, teda akoby v slovenskom prostredí „schválenie záverečného účtu“, alebo inak „odsúhlasenie hospodárenia“, je jediný prípad, kedy má Európsky parlament právo veta proti druhému spoluzákonodarcovi. Preto s týmto právom treba zaobchádzať veľmi opatrne. Všeobecný rozpočet a jeho čerpanie v roku 2022 je viazaný na rok, kedy bol na čele vlády Eduard Heger a ministrom financií SR Igor Matovič, a to nie je zárukou správneho hospodárenia. Preto som hlasovali proti absolutóriu pre obe inštitúcie EÚ.

Situation in Azerbaijan, violation of human rights and international law and relations with Armenia

Rezolúcia Európskeho parlamentu, ktorá odsudzuje situáciu v Azerbajdžane, je možnou ukážkou toho, ako sa jedna inštitúcia Európskej únie snaží zasahovať do chodu inej inštitúcie Európskej únie. V situácii, kedy sa lídri sveta postavili proti svojim občanom a nedokázali im zabezpečiť lacné a dostupné energie, je ospravedlňovanie sa za výroky designovanej predsedníčky Európskej komisie, ktorú väčšina poslancov Európskeho parlamentu volila, vyznieva smiešne. Aj preto sme nemohli túto rezolúciu potvrdiť svojim hlasom.

People’s Republic of China’s misinterpretation of the UN resolution 2758 and its continuous military provocations around Taiwan

Rezolúcia Európskeho parlamentu zameraná proti nesprávnemu výkladu rezolúcie OSN č. 2758 Čínskou ľudovou republikou a jej pokračujúce vojenské provokácie v okolí Taiwanu mohla byť vyváženou, ak by prešli mnohé pozmeňujúce návrhy, ktoré sa o vyváženosť snažili. Lenže neprešiel napríklad ani pozmeňujúci návrh skupiny poslancov v zoskupení Patrioti, ktorý „víta iniciatívy taiwanských a iných spoločností s cieľom investovať do závodov na výrobu polovodičov v členských štátoch a uznáva toto úsilie ako kľúčové kroky na posilnenie dodávateľského reťazca polovodičov v EÚ; vyzýva členské štáty, aby pokračovali v týchto investíciách s cieľom zabezpečiť európsku strategickú autonómiu;“. Preto sme nemohli podporiť rezolúciu proti Číne.
