WPoints out that the European Globalisation Fund (EGAF) has an important role to play in the training of workers made redundant as a result of the crisis and hence in helping them to re- enter the labour market; welcomes the decision to enter EUR 50 000 000 against the budget heading for the European Globalisation Adjustment Fund (EGAF) to cover payments, since this marks a first step towards normal budget status for the fund;

Questions the substantial reduction in payment appropriations for the European Centre for the Development of Vocational Training (Cedefop), a decision at odds with the objectives of the 2020 strategy, which lays emphasis on lifelong learning and on developing workers’ skills as the most effective way to tackle unemployment;

Deplores, against the background of the large-scale restructuring of firms and mass redundancies, the failure to increase appropriations against the budget headings covering EURES and industrial relations and social dialogue; points to the need to boost the means of facilitating a return to work and to the important role that the social partners have to play in devising inclusive solutions;

6. Welcomes the flagship initiative ‘Youth on the move’ and supports the, which aims to enhance the performance of education systems and enable young people to enter the labour market more easily; points out that support for young people undergoing training or seeking a job is one of the priorities for the Committee on Employment and Social Affairs as regards the 2011 budget; considers the promotion of mobility to be an important aspect within the body of measures established under the Structural Funds and PROGRESS with a view to lowering the youth unemployment rate, but points out that mobility cannot be the only solution to unemployment; supports the launch of a pilot project entitled ‘Your first EURES job’ as a means of providing young people with the funding they need to be mobile, thus increasing their chances of finding a job;
