(2) The ESF shouldmust improve employment opportunities, promote education and life- long learning and develop active inclusion policies in accordance with the tasks entrusted to the ESF by Article 162 of the Treaty, and thereby contribute to economic, social and territorial cohesion in accordance with Article 174 of the Treaty. In accordance with Article 9 of the Treaty, the ESF shouldmust take into account requirements linked to the promotion of a high level of employment, the guarantee of adequate social protection, the fight against social exclusion, and a high level of education, training and protection of human health.

(3) The European Council of 17 June 2010 called for all common policies, including cohesion policy, to support the Europe 2020 Strategy for smart, sustainable and inclusive growth". In order to ensure the full alignment of the ESF with the objectives of this strategy, particularly as regards employment, education, training and the fight against social exclusion, the ESF shouldmust support Member States in implementing the Council recommendations on broad guidelines for economic policies of the Member States and the Union and the Council decisions on guidelines for the employment policies of the Member States adopted in accordance with Articles 121(2) and 148(4) of the Treaty. It should also contribute to the implementation of the flagship initiatives, with special regard to the "‘Agenda for New Skills and Jobs"’, "‘Youth on the Move"’, and the "‘European Platform against Poverty and Social Exclusion"’. It willshould also support the activities in the "‘Digital Agenda"’ and the "‘Innovation Union"’ initiatives.

(4) The European Union is confronted with structural challenges arising from economic globalisation, technological change and an increasingly ageing workforce and growing skills and labour shortages in some sectors and regions. They have been compounded by the recent economic and financial crisis, which has resulted in increased levels of unemployment, hitting in particular young people and other vulnerable groups, such as migrants. The ESF shouldmust aim to promote employment and support labour mobility, invest in education, skills and life-long learning, promote social inclusion and combat poverty. In promoting the better functioning of labour markets by enhancing the transnational geographical mobility of workers, the ESF should, in particular, support European Employment Services (EURES activities) in relation to recruitment and the related information, advice and guidance services at national and cross-border level.

(7) The ESF shouldmust contribute to the Europe 2020 Strategy, ensuring greater concentration of support on the priorities of the European Union. The ESF shouldmust in particular increase its support for the fight against social exclusion and poverty, through a minimum ring-fenced allocation. According to the level of development of the supported regions, the choice and number of investment priorities for ESF support shouldmust also be limited.

(14) The mobilisation of regional and local stakeholders is necessary to deliver the Europe 2020 Strategy and its headline targets. Territorial pacts, local initiatives for employment and social inclusion, community-led local development strategies and sustainable urban development strategies mayshould be used and supported to involve more actively regional and local authorities, cities, social partners and non-governmental organisations in the implementation of programmes.

(18) The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission for establishing the definition of standard scales of unit costs and lump sums and their maximum amounts according to different types of operations and for defining the specific rules and conditions of policy-based guarantees. It is of particular importance that the Commission carries out appropriate consultations during its preparatory work, including at expert level. The Commission, when preparing and drawing up delegated acts, shouldmust ensure thea simultaneous, timely and appropriate transmission of relevant documents to the European Parliament and to the Council.

(18a) Ensuring all citizens’ full participation in society, and investing in human capital, are essential for social cohesion. The resources allocated to achieving the objectives of the Europe 2020 strategy in the field of employment, education and action to combat poverty must, therefore, be deployed effectively, with a minimum of 25% of the Union’s cohesion policy budget being allocated to the European Social Fund.
