Supports the use of the Recovery and Resilience Facility and the horizontal enabling conditions for the freezing of EU funding to fight corruption and rule of law backsliding in Member States; stresses that funds restricted through different conditionality measures must only be released when key rule of law, corruption and human rights concerns are genuinely and adequately addressed; calls on the European Council to determine whether Hungary and other EU Member States such as Spain has committed serious and persistent breaches of EU values under Article 7(2) TEU;
