Towards a new energy market design (A8-0214/2016 - Werner Langen) FR
Amendments (16)
Amendment 54 #
Motion for a resolution
Recital E
Recital E
E. whereas national capacity marketson-market based capacity mechanisms could make it harder to integrate electricity markets and could run contrary to the objectives of the common energy policy;
Amendment 65 #
Motion for a resolution
Recital E a (new)
Recital E a (new)
Ea. whereas Europe is committed to successfully achieve the energy transition and especially to facilitate the integration of renewable energy sources, which implies new needs for flexibility and the implementation of market schemes dedicated to security of supply;
Amendment 90 #
Motion for a resolution
Recital H
Recital H
H. whereas a medium-term increase inn average interconnection target of 15% between the Member States to 15%subject to a cost-benefit analysis could improve security of supply;
Amendment 158 #
Motion for a resolution
Paragraph 3
Paragraph 3
3. Calls on the Member States to be more pro-actively involved in the design of a European internal market in electricity and to avoid undermining the objectives of Articles 114 and 194 TFEU by means of permanent capacity marketnon-market based national approaches;
Amendment 195 #
Motion for a resolution
Paragraph 5
Paragraph 5
5. Believes that a European internal market in electricity is possible on the basis of stronger price incentives on the wholesale market; is aware, however, of the risks of unpredictable price surges and calls for meaningful pilot projects to be carried out before introducing prices that reflect the actual scarcity of supplies;
Amendment 243 #
Motion for a resolution
Paragraph 9
Paragraph 9
9. Supports the closer linkage of differing priorities in the national energy mix, such as wind energy, flexible power stations using gas with nuclear or with water reservoirs;
Amendment 252 #
Motion for a resolution
Paragraph 10
Paragraph 10
10. Notes that network expansion in particular is indispensable with a view to completing the internal market in electricity with a growing share of renewables; regrets that there are still large gapacknowledges that notable improvements have been made by Member States ion the interconnections between Member States, leadis issue. While the only development of interconnections will not be sufficient to guarantee security of supply at a European level, efforts must be directed towards remaining to network bottlenecks and significantly impairing cross-border energy trading; calls for the electricity interconnection objectives to be differentiated by region, as well as the persistence of "isolated energy systems"; the average 15% objective should therefore be differentiated by region, be subject to the relevant cost-benefit analysis and aligned with the ENTSO-E ten- year network plan;
Amendment 289 #
Motion for a resolution
Paragraph 12
Paragraph 12
12. Is sceptical of capacity mechanisms on the grounds ofnon-market based measures, noting that well-designed capacity mechanisms secure the energy transition, so as to avoid high costs and the risk of market distortions, and stresses that national capacity marketechanisms are subject to the EU rules on competition and state aid;
Amendment 307 #
Motion for a resolution
Paragraph 13
Paragraph 13
13. Calls for national capacity mechanisms only to be authorised where a detailed analysis of the production and supply situation at regional level has been carried out in advance and a bottleneck has been identified which cannot be eliminated by less stringent measures such as a strategic reserveguided by a detailed prospective analysis of the system adequacy at regional level which should be based on a transparent, appropriate and stable methodology, by Member States and key stakeholders and should take into account national sensitivities and specificities;
Amendment 354 #
Motion for a resolution
Paragraph 16
Paragraph 16
Amendment 368 #
Motion for a resolution
Paragraph 17
Paragraph 17
17. StressNotes that price volatility has a signal and guidance function in the electricity market and can be an important factor in the efficiency of the electricity market; stresses that consumers’ exposure to such signal remains nonetheless a risk that is not easily manageable, whilst acknowledging that removing price caps on energy markets will not be sufficient in an electricity market framework relying exclusively on an Energy Only Market;
Amendment 447 #
Motion for a resolution
Paragraph 20
Paragraph 20
20. Notes that the Member States must meet specific quantitative objectives for the share of renewables in energy consumption, irrespective of the market situation, and therefore stresses the importance of promoting renewables in a way that focuses on competition and cost efficiency; therefore regards the EU-ETS as the most effective tool, and the promotion of investment as more compatible with the market than feed-in priorities and fixed prices;
Amendment 475 #
Motion for a resolution
Paragraph 23
Paragraph 23
23. Calls, in step with the measures taken in the Commission’s guidelines on State aid for environmental protection and energy for the period 2014-2020, for operators of renewable power plants to be held strictly responsible for balancing within their areas and stresses that, in the event of departure from the schedule announced by the operator, an appropriate compensatory energy price should be charged;
Amendment 495 #
Motion for a resolution
Paragraph 25
Paragraph 25
25. Is convinced that, alongside renewables, all energy sources which serve the objective of gradual decarbonisation will continue to have a role to play in electricity generation; suggests on this subject that the Commission establish a European strategy for conversion of electricity into gas and gas into electricity, which represents a promising solution as a way of storing electricity in the medium and long terms;
Amendment 532 #
Motion for a resolution
Paragraph 28
Paragraph 28
28. Stresses that renewables should in most cases be fed in at distribution systems level, and therefore calls for distribution system operators to have a greater role overall and to be more closely involved in the European regulatory bodies especially through the DSO/TSO platform;
Amendment 556 #
Motion for a resolution
Paragraph 30
Paragraph 30
30. Regards distribution system operators as neutral market pioneefacilitators receiving data from various sources, which they can then make available in a non-discriminatory manner to authorised third parties with the consent of the consumer; distribution system operators can also, among other market participants, support local authorities in providing them with data to enable energy transition on their territories;
